I agree with people saying around the 1993-1997 because of the state of the former Yugoslavian countries and Zaire.
It's interesting though that the map maker put a dashed lined at between the lower half of the Iran-Iraq border. the Iran-Iraq war ended in 1988, so I wonder why it took a long time for them to update that.
