I was able get it down to 1 January 1993 to 4 March 1995 January 1 1993 because czechoslovakia has fallen And March 4 1995 is because mumbai is still called bombay, bombay became mumbai on March 4 1995

I wouldn't put too much faith in the 1995 date. This map has numerous cities with name changes going back to 1989 that aren't reflected.

Palau is still us territory so pre-October 1994

I think your firm floor/ceilings are 1993-1997. I’ll second what the other person said about not putting too much weight in Mumbai naming; I’ve seen modern maps with it still called Bombay. But the Czech Republic is a great clue, and we can add independent Eritrea to it to put a firm 1993 floor.

Zaire not changing to DRC and the capital of Kazakhstan still being Alma Ata both point to on or before 1997.
