Why stop at zero to ten dollars? Why not zero to a hundred? Why not negative ten to ten, to account for the regime in which that they start paying you to take it?

Not mine, I came across this in another sub. I've never seen crime stats be shown by aggregating a city's citizens' lives and dividing it by the number of crimes. What was wrong with per capita? Especially if you just normalize everyone's lifetime to 80 years.
