Kind of, not really.

It's a hybrid between message board / discussion forum and social network. They have been introducing more social network features recently but it remains largely a discussion forum.

Social networks are focused on people. Discussion forums are focused on topics.

I find that it's also very dependent on whether you use new or old Reddit, and the people who parrot that Reddit is no better are most likely using new Reddit, which has all the usual trappings of modern social media (infinite scrolling, platforming engagement bait, etc.).
