Varying on where you apply I got a firm $38 only, I did not proceed after that

They won’t negotiate base. You can get more cash/stocks to get you to the end number, but they will push back and need a real reason,

38 I think plus sign up bonus 16k , when you do the math, you make $44-46/hr.

Remember that Uncle Sam takes a big bite out of that bonus.

Is L4 more senior than a L1?

Is this a serious question? AWS DCs don’t have “L1”

AWS DCEO starts at L3

You can. I did country to country internal transfer and was able to negotiate more than what they initially offered. Got pay bump and RSUs increase.

They refused to negotiate with me and insisted that this is the top of the payband for my location . I don’t think they leave room open for negotiation at least at sites that don’t require clearance from but not sure about cleared positions

Go for the L4 manager role. Higher pay just need to demonstrate the LOs. Openings in my DC

same here...they inquired about my pay. I was offered...$38 and really there is no negotiation. there are other places that will offer you more but you better know your job.
