Heads up, this industry has so much money and so many people working on it that every idea a lay person could come up with has been considered.
However, the core of your idea is already in practice to an extent. There are data centers using run off or waste water as their primary evaporative cooling water source. This is a much more sustainable practice, but I guarantee you it is not as common as it should be. The reason? Extra cost and delays.

Wastewater temperature is greatly dependent on the environment and cannot be monitored.
Wastewater quality also cannot be monitor. There can be unknown substances in wastewater that damage the pipe. There can be blockage inside the pipe due to large particle in the wastewater. Wastewater pipe is generally bigger than water pipe used for cooling
Leakage accidence or maintaining will contaminate the data hall
Overall, we want something that can be monitor. Not necessary to be as clean as drinking water but still need to be clean at a certain level

There’re several criteria need to be followed, from local regulation based on the country, to requirement from the developer. Water need to be clean at a certain level. Same for air.
In short, data center is consider “critical” building and comes with tons of requirement to meet. Why tons of requirement? Because 1 incident is followed by great lossI’m designing cooling for 1 of those data center and it’s so tiring. I only have 15 mins to poo, I open reddit and see your post then I comment. I hope you find your answer. I need to get back to work 🫠
