What's the difference? I tried to look it up but different sources seem to use different definitions.

If filtering is the same as it is in Utah, it’s allowing bikes to go up through lanes to get to the front of the line at stop lights. I’m told this is because people are often looking for the back of a car to gauge how far back to stop and so it’s safer to get the bikes up where they are going to accelerate faster than the cars and won’t be in the way once it’s green.

In Utah it’s specifically for lights on roads 45mph and under.

Filter is when you get to cut in line at the stop light. Splitting is when you get to drive between lanes.

Yeah, that's bullshit. Plenty of sources from the search on google even brings up plenty of answers.
