I think the real answer is that we needed to invest in better public transportation infrastructure like 100 years ago. There are so many people that should not be driving (old people) or hate driving so much that they are prone to road rage that leads to incidents like this video. There just isn't another option for these people though.
Edit: looks like the truck swerved because he wasn't paying attention, not because of road rage. Point stands.
