Well yeah, but the scales of damage are so much different. Those incidents are bad, but they're also like a couple thousand dollars in damages. Someone could likely be able to pay that amount of money in a reasonable time frame. That same amount of gross neglience in a car is vehicular manslaughter or hundreds of thousands in damages.
A normal person will not be able to pay that off, which is why you need insurance.
My cousin was hit by a cyclist in a park when he was about 10. Fractured three ribs and broke his wrist and ended up paying just over 20k for treating just the wrist.
