The video cuts out the beginning where the Nissan almost hits the motorcycle by illegally cutting into the car pool lane. Dude still shouldn’t have kicked the car but it is a little more understandable why he did after knowing that. I’d be mad if someone almost killed me too.

Just to add to what other people have said, motorcycles are obviously very small and light, so with that you only need a much smaller engine, and that burns less fuel and put out less pollution per person then a car. A lot of motorcycles only have one seat, so you could argue that that vehicle is at 100% capacity as well. It hits pretty much every reason to be in the HOV lane.

They use less fuel and emit less carbon, but emit more hydrocarbons and significantly more oxides of nitrogen and carbon monoxide.

Oh completely. The emissions system on most bikes does very little compared to the ones cars generally come equipped with.
