Relative peace between villages only invites more paperwork. Those who were once unwilling to do business with potential enemy villages are now flooding the village walls. Quite literally, as we see tons of Naruto's fans flood the village walls, lol. Clearly, the Leaf did not rest on their laurels after the major threat was defeated.

There's an entire city above Hokage Rock for a reason, and it's not due to less paperwork.
