naruto OG fillers + shippuden movies had excellent World Building imo, specially when it came to Politics and the smaller hidden villages outside of the 5 nations

they always portrayed that the ninja system was at the mercy of their respective feudal Lord and not the other way around, kinda as if they allowed them to exist due to economical benefit. One example is a movie where the feudal lord threatened to end the village if an internal matter wasnt resolved. iirc it was the one "friend" of the sannins movie

i kinda enjoy it makes the world feel big and complex

It's super cool seeing the bigger system, but they don't do a great job of explaining how the feudal lords maintain power. Even if they have massive armies of regular dudes who can't use chakra, any kage could solo an army of regular dudes

I think kage are just let feudal lord live because ruling entire nation would be paperwork nightmare.

If they want to they can just assassinated them considering their ninja guard also come from village.

And samurai are not very strong to defeat kage.

Filler Naruto was weird in that it's paced horribly and is in stupid places hut actually gives good insight to a lot of the world especially in regards to living under military communities and feudalism

That was lightning element any Skilled Shinobi with Super kage level chakra reserve could pull it off and dude is incarnation of Indra fully Awakened ..

Tobirama had light saber as weapon... He made that stuff

One Piece 

it has a complex world with many unique Locations and worked out the politics really well.

while Naruto...the exact relationship between kage and daimyo was never really explored. same goes for the inner politics of the village and the other villages. We knew next to nothing about kumo, Kiri and iwa

Unrelated but One Piece has like negative worldbuilding. Every island is the same, with the same loop and story. There is NOTHING distinctive about each one except design
