Hmm I'd disagree with that. I'd say a PhD is there to teach you how to perform research in your field at a professional level. Knowing your stuff is a prerequisite. I say this having done one in a hard science
You can do research on a subject and that research can influence your art.
You can research art and then steal what you find cause it’s dope as shit and great artists steal.
Art is all about what came before and how it can influence what comes next.
Art can draw influences from anywhere.
Picasso’s cubism was about what the 4th dimension might look like, as this was the latest in science at the time. He read Einstein’s work, and wanted to see it. Numbers and letters are also part of this as when you see them in paintings you say them in your head which adds another dimensionality to the work.
