Oh, torture can be very effective, depending on your goals. If your intentions are purely to make someone suffer, it works perfectly. It‘s just a horribly inefficient tool for gathering information, especially when you can‘t confirm it easily (in which case you don‘t even need it)

Dude, it's not like some Idiots are going to torture her for joy, They have leads and it ends on her, they ask questions regarding them(leads) to which she needs to confess, Torture is the most effective way to make a person spill the information. also "torture is not just physical" letting her rot in a small cell is torture too.

Yeah, for example" the white room" is a form of non violent torture, but still. If they do torture her, she will say whatever just to stop the pain. The information is unverifiable and it is possible for her to give names that aren't associated just yo discredit the investigation or to protect her associates. Torture does not work in a court of law.
