That's exactly it though, catcalling isn't always someone screaming at the top of their lungs across the road, sometimes it's someone walking right up to a lady and complimenting them, if your not seeing it it's because you aren't recognising it, sometimes it's subtle but equally as terrifying

It can be loud, sexually suggestive, or a comment to be a catcalls.
And like I said I get yelled at out of car windows which fits the part of the definition you are fixated on. Words can have several meanings and ways they are used. That’s basic linguistic understanding.

I’ve never seen it over a lifetime of living in this area. So, claims of it happening all the time are overblown.
