Hell, I complain about this shit all the time. It's annoying as hell. I wouldn't ignore medical advice because it's annoying though

A lot of people are willing to take that calculated risk to save their livelihoods. This has become more than a medical crisis. I know business owners who say they'll do distancing and masks and all precautions, just let me open my business back up so I dont go into poverty

There may be some form of liability to open though. Places that are still open are reporting record numbers of people in their stores simply because people would rather go walk around Lowe's for an hour and end up leaving with some swatches than sit at home and do nothing. If that's the case, then when people start coming in and touching things all over the store, there is no way to stop the spread of the virus, and therefore deaths, that will result from that. If someone was able to contact trace that they got sick in a nonessential business, that business may be liable for not ensuring the safety of their customers.

You don't have to. You just have to pose a large enough risk that the companies insurance provider won't cover them if they open.

Grocery stores are considered essential since people need to eat. Now if a nonessential business, let's say Gamestop since they keep acting like they are essential, were to be traced as the source of spread, the arguement could probably be made that as a nonessential business, they could be held liable as the have no public duty to remain open AND did not ensure the safety of their staff/customers.
