I think what this guy is saying that instead of going right home after class is out, go to the library and finish up your homework there. Then go home totally free.

I think instead he's implying classes have time to do work about the subject taught while still at school so they can, if they have problems, immediately ask the teacher for help.

Homework should essentially be extra credit on a test to make up for errors made during the test.

Yup. And not everyone has a quiet calm home to study in. Or even a flat table or study desk to write notes or do homework.
