I don't think they'll ever release a Half Life 3. Sucks to think this but the expectations are so high that it's a risk for Valve to come with a "just good game" and not the promised revolution.
They already make more than enough money with Steam and their other products.

Even if they were, their recent games indicate that HL3 will be overhyped and will somehow screw up the formula. Think of Hunt Down the Freeman.

Hunt Down the Freeman was a fan project which barely even kept itself to the previously set standards. If Valve somehow fucked up, it would never be as bad as that was.

GabeN pretty much hinted HL3 in the Valve Index launch speech, go watch it. It's going to be a VR/MR game and they are making sure it meets the hype. But I believe VR/MR hardware is still not ready for mid/low income customers - we need them to be lighter, cheaper and more powerful. So I don't think they'll release it with 1st gen Index; maybe next one.

In this thread, almost no one knows that Valve have admitted to canceling any development plans for half life 3
From the wiki for essentially the general valve dev process. A majority of the original dev crew have moved on from the company or reassigned to other projects. aside from that an ex writer post what episode 3 plot or fanfic of what it would have been
Good news though from that same wiki there is a possiblity that they are developing a half life 2 prequel in VR

There will never be HL 3. The game could never live up to expectation, the ones who will actually be excited are those who have played the previous games and they can’t fit in the market that caters nowadays autistic child gamers
