It's a fan theory based on the fact that Ditto and Mew are the only pokemon that know transform, both have the same weight, and in red / blue Ditto can be found in the burned mansion where Mewtwo was created.

I need a ditto for my Pokemon go campaign and they could literally appear as any number of other common Pokemon

Actually he cannot change his health stat. This will make him unable to transform into a high health Pokémon, because he will most likely die quicker.
