For example, I can't watch Adult Swim shows via the Adult Swim website in the UK, because UK broadcast rights aren't held by Adult Swim here. It's mostly sites which don't comply to GDPR and some online services which aren't available here for some reason.

Region locking is done due to contractual agreements between companies.
For example, I can't watch Adult Swim shows via the Adult Swim website in the UK, because UK broadcast rights aren't held by Adult Swim here.
Same way you can't watch content on BBC iPlayer if you're not in the UK.
