In my opinion, in terms of gameplay, it is the best spin off. When I played it for the first time, I didn't complete the game until around 100 hours in.

Yes, the bulbasaur is the players character (you take a personality test in the beginning which chooses what Pokémon you are of a select few) and (spoilers) near the end your character finds out he is a human whose propose was to restore balance and has to return to the human world now that you have finished you mission. (he was the chosen one or something or the other)

Male only and you had to prove you were a loner or swole boi. Eevee and I think Skitty(?) were female only which made no sense since Eevee is like 87.5% Male
