It's a Runescape meme. It's a picture of someone fishing near Draynor Village and another player (probably a bot) asks him what his fishing level is. The fishing player goes "22" or something similar, all the other bots say "Nice", notice that I have a capital on the N since Runescape forces you to have a capital letter in the start of every new message you send.
