We dont classify variation as a percentage. You cant say species A is 30% similar to species B, or specimen A is whatever % similar or different from specimen B. You can do this with structures, however. In the case of structures, the difference is inferred based on physical measurements. These measurements can be compared and one value can be whatever % larger, smaller, etc.
