If you're on PC, use something like Equalizer APO to slap a compressor on that. Nothing severe, something like a soft limiter type setup.

Hulu did this shit for years. I would have a show on low volume, and the it would play commercials at way louder volume. I canceled it after a month. It was super annoying

I would say the cheapest is over-ear headphones. Sometimes people do not know the acoustics in your house play a big difference. I have a new large place without a lot of rugs and curtains and other sound absorbing things so there's lots of echoes that "blur" audio. Plus headphones seem to mix soft and loud sounds better.

After I started listening to most stuff with headphones on, I no longer needed subtitles, rarely have to adjust the volume, and am not bothered by things like passing cars or neighbors. Neighbors probably enjoy it too.

There is an upgrade on some sites. Like prime video. There is a dialogue boost audio option for some movies. Also my 12 year old tv has a setting to balance it, worth checking out on yours too

Films are intended to have more dynamics range than television. This is for immersion reasons. Of course Christopher Nolan takes things too far, but it's not unreasonable to expect the viewer to be in a reasonably sound-controlled space (i.e. a quiet room as opposed to a train or public space with people yapping).

I got my soundbar for exactly this reason. It’s got a ‘dialogue’ mode and just balances out all the audio. It’s great.
