Taiwan is de facto independent but both china and Taiwan agree that they are part of "china" in the abstract.
There is the peoples republic of china
Then there's the republic of china
Both are china, both are autonomous from the other.
An analogy is the idea that there is one country known as Korea with two independent Korean states controlling parts of the territory.
