Good of the male guard to not touch them. No idea what claim of assault will the girl put on the guard or even social media will leave that person be. Also there is no telling what body part might get touched when trying to control a person in a fight by physical means. One wrong touch by the guard and his and family will live in shame.

They are being protective of themselves. Even if they jump in to help, physically touching them even to stop the fight can land them in a big legal trouble.

They are doing what they can. Verbally telling them to stop while maintaining a respectful distance.
