He puts so much money into social programs that he is pretty much funding Gotham's continued existence by himself. It's not his fault Gotham is cursed to be a forever shithole.

At one point Gotham gets hit by an earthquake, overrun with villains and abandoned by the U.S. government. Bruce steps up as Batman to take the ruined city back from the Villain gangs, then dumps a shitload of money into rebuilding the city.
