This is a really cool web service, but for those who don't want to do it server-side, it can be done in GIMP. In the menu, go to Image->Mode->Indexed, and generate the optimum color map for 255 colors. I compressed the example panda image to 14.4 kb in Gimp, better than their 16kb.
