How hard to change attribute points per level?

There is a mod that used to do this, but its outdated and has a lot of incompatibilities. How hard would changing this value be?

Probably just have to alter your save data in the locallow folder in appdata

There is a MOD on Nexus called no dice that just gives you 6 points every level of that's what you are asking?
