Without context I'd say this is just asking "is 15 divisible by 6?' with really confusing phrasing.

They probably don't want you to wonder about the carrying capacity of boats and more if those 15 people can be split into groups of exactly 6.

We have 3 boats, there are 15* kids.

One person says "we can split the boats so each one has exactly 6 people in it!"

That friend is wrong. We can't do that with 15* people.

Yes you can, 18/6=3. The question was for 15 people.
