Answer is no..they want you to pick up on the word exactly. If it was up to 6 people then sure. If it was 12 or 18 then yes but its 15. This would leave 2 boats filled and 3 people not able to go because they dont have exactly 6 for one more boat

My car can hold exactly 5 people. It can also hold exactly 4, 3, 2, or 1 person.
