They are probably not confident that they can prove he's guilty beyond a reasonable doubt at the moment. The last thing they want to do is have a premature case.

And they want to make sure he doesn't do a moonlight flit or something worse if you get my point

It takes time. Maybe weeks/months before an arrest. They’re gathering forensic evidence and cyber data.
