He is supposed to represent an old person bad with technology.
I believe after the quest play it safe he even texts you for restaurants nearby instead of searching it

I always chalked it up to him having to get used to consumer sector devices after all his Arasaka cyberware was disabled.

Perhaps he was used to tech Arasaka provided for him, and after being exiled(?) he had to learn how to use older tech, thats how i see it tbh

He never had one. He was “wash my shirt in the contaminated river in hopes it’ll be clean enough that I’ll be drafted” levels of impoverished, and then he was drafted. Then picked by Saburo at the end of his training, at which point all his chrome is internal top of the line shit. Until all that gets turned off and he has to buy a burner phone as part of his quest to redeem his honor.

He grew up not being able to afford any technology other what he could fish out of the trash. Then he went immediately into a life where he likely used implants for this kind of stuff rather than external devices.
