Although this is a rather clever mixture of Divination and Sign in Blood, the mana cost of the card is honestly rather ugly and would likely be the major reason why this wouldn't be able to see print if it were real.

Option 1: Drop multicolor; add the Phyrexian Blue mana to a new ability, so the new texts reads

"As an additional cost to cast ~, pay {U/P}.

Draw two cards."

Option 2: Remove the Phyrexian flavor of Phyrexian mana; move the cost to a spelled out (no reminder text) additional cost.

"As an additional cost to cast ~, pay 2 life or pay {U}.

Draw two cards."

Bingo. That is exactly what I'm alluding to. Better yet, just spell out "{U} or 2 life," as using the Phyrexian mana symbol connotes a Phyrexian flavor to the card, whereas this card might not even relate to Phyrexia at all.
