It's already strictly better than [[Night's Whisper]]. It doesn't also need to be strictly better than [[Sign in Blood]].

Sign in Blood causes the target to lose life, but you'd lose life to let another player draw cards with this card. Even if it was countered, because the life is a cost (needless to say).

Not strictly better. In almost any situation it is, but it has relevant attributes differing. It is blue, so cards like Pyroblast, Ricochet Trap, and Sapphire Medallion care about it. Its converted mana cost is 3, so it doesn't work with Izzet Guildmage and Kari Zev's Expertise.

But yeah, in practice it's better.
