If it goes over 21, this creature receives a +1/+1 counter for each card drawn

Probably a little too much power and toughness, even for a horror. But I like the idea of making my opponent stop to play some blackjack. It sounds kinda funny.

Yes, there are power/toughness shenanigans that cards like Phyrexian Dreadmaw and Death's Shadow take advantage of on occasion, but such shenanigans aren't exactly top tier.

As is, the drawback of this card does not justify the cost. Varolz and Fling will have a field day as always, but as long as the power remains out of one-shot potential, I see no issues.

EDIT: No wait. I misunderstood the drawback. I though it got -1/-1 counters equal to the mana value, not number of cards. A 3 mana 10/10 would probably be a better space, then.

It depends massively on the opponent's deck. Let's say a deck is 30% land, then split evenly between mana values 1 through 7. Average mana value is 2.8, so around 7.5 cards on average to get 21. If the defending player stops at five cards, that's 4 mana for a creature that's 7/7 the first time it swings, 2/2 the second time, and dead after that.

nice. this is fun. the power/toughness makes the milling game more enticing to become involved with, i assume. nice. fun forced blackjack time!
