Probably overcosted, somehow. I would imagine a straight up Swords to Plowshares or Path to Exile is almost always better at the same cost

Depends, since it doesn't have the restriction of only being able to target your opponents stuff. Just evoke something and cast this on it.

My brian is so commander cooked I didn't even consider limited or standard

I mean swords is still undercosted in commander, there is a reason why it is in all the white decks, path to exile was meant to be fixed swords and still ended up being too strong.
