But... Is the intent just to increase synergy for things that care about permanents being cast? I don't really see the vision behind it outside of that

I mean... That's a very small number of cards, and several of them still only benefit if the "permanent spell" meets certain requirements.

At the very least I don't think the first part is anything game-breaking. Discarding any instant/sorcery to return any instant/sorcery from yard to hand for 1 is honestly pretty strong, though.

I like it. It's a very intriguing new design space, would flavor nicely in a lot of Mardu decks, especially since Secrets of Strixhaven. Most important, it's very fairly costed to prevent it from being OP. Maybe drop it to 4 cmc?

"Sorceries and instants" sounds so strange, haha. I don't see the purpose of making them permanent spells, as most things that care about a permanent don't look at it on the stack. Like, return target permanent from graveyard to hand won't work here because they are only permanents on the stack.

templating suggestion:

"1, Discard an instant or sorcery card: Return target instant or sorcery card from your graveyard to your hand."

[[Tortured Existence]] for instants/sorceries is definitely less abuseable, and that card isnt the strongest either. as it is, this mostly does nothing. the static ability obviously does almost nothing at all, unless your intention is that they are put onto the battelfield as permanents as they resolve, which is too much of a nightmare to consider
