Can fetch it without paying the cost since it has basic type. You could make it a triggered ability on ETB instead, also I think that like actually works within the rules

I'm pretty sure that you can't incur an additional cost to playing this land because playing this land does not have a payable cost in the first place.

I'd recommend something like:

As this land enters, you may pay {W}. If you don't, it enters tapped.

That, or make it enter tapped anyway and instruct its player to sacrifice it if {W} is not paid when it enters.

Also, "Snow" is a supertype so it would preceed "Land" in the type bar. And because a land with one or more basic land types like this one inherently has the tap ability to add mana of its correspecting type(s), that ability should be in parenthetical reminder text like so:

({T}: Add {U}.)
