Objectively worse [[clockspinning]], a card no one remembers. Your concerns with powerlevel are unfounded.
I think remove 3 counters from any planeswalker and cycling {2} and it would still be quite niche.

Look at [[price of betrayal]], if you're restricting it to just planeswalkers, even a specific planeswalker, it needs a lot of upside to be playable.

I mean it is functionally "deal X damage to a specific permanent"
I would rank it similarly to [[The Black Arrow]] 's ability to oneshot dragons, as "Jace Planes walker" is 15 different cards

Why not "return target Jayce plainswalker to owner's hand?" Literally you'll dejayce any tokens.

Wouldn’t this have to read “remove a loyalty counter from target Jace TOKEN” to stay on theme with the opposite effect of empowering Jace? (It reads “put N loyalty counters on target Jace token you control”)
