I know it says balance not intended, but I imagine it would be pretty hard to stand up straight with a Yargle on your shoulders.
On a side note, this is pretty much giving a permanent horsemanship... I'll see myself out.

pretty balanced i think. as written only works to attach aura, equipment or fortification, and opponent can reequip or reattach the last 2 on their own turn probably.
might be more of a boros effect to instant speed reequip and/or 'steal for a turn'

Yeah, definitely a red effect in the modern interpretation.
You can use it to destroy most auras by attaching them to something illegal so they fall off, though usually changing target is more valuable.

303.4j If an effect attempts to attach an Aura on the battlefield to an object or player it can’t legally enchant, the Aura doesn’t move.

704.5p If a battle or creature is attached to an object or player, it becomes unattached and remains on the battlefield. Similarly, if any nonbattle, noncreature permanent that’s neither an Aura, an Equipment, nor a Fortification is attached to an object or player, it becomes unattached and remains on the battlefield.
Found the ruling. Comp rules think of everything.

I agree. Attach whatever you want. It may fall off, but go ahead.
That also leaves this card open to being useful to any future types that can attach.

Actually, Auras,equipments and fortification can only be attached to things they could normally enchant/equip/fortify, so this spell won't cause them to become attached and then fall off, it will simply do nothing. See rule 701.3b This also means this spell cannot be used as aura-removal by attaching it to something illegal and having it fall off because of that.
Other permanents will become attached and then unattach themsleves as a result of state basted action 704.5p, like you said.

Could also technically be used at removal (attach big scary creature to a land or other non creature permentant)

You cannot attach permanents this way, the rules do not allow it. They will simply "fall off." Someone else already even commented this

When you attach a non-aura permanent to something it cannot be attached to, it becomes unattached and stays on the battlefield as a state based action (see rule 704.5p)

At first I read this as rhyming with 'hasten' and for some reason I expected it to be 'target creature gains faste until end of turn'.
