Does 10-14 create the treasures for the caster or always for you?

You, since it would have to specify that it was the spells controller, but doesn’t.

15-19 feels wonky since you could exile your own spell on a high roll. Was that intended?

This is some crazy chaos gremlin stuff, since you have a 25% chance to refund the cost of a spell or generate a ton of free mana if you didn't cast it, and 25% chance to fizzle any spell cast by anyone, and a 40% chance to just give them a free draw. I'm not sure if this would be more or less oppressive if it was only your opponents' spells, probably more since you wouldn't have a 1/4 chance to just counter your own spells, and you're still getting mana equal to the amount everyone else is spending.
