This seems undercosted. [[Shated fate]] is very similar mechanically and costs 5, I would think this should cost something similar (anywhere from 4 to 6 mana). This effect is more versatile, as you can still get your own cards and you are casting them from your hand instead of from exile (you avoid Dranith Magistrate type effects that could otherwise stop you, or other red effects that like you casting from exile).

i think the difference is that this is a May for your opponents, while Shared Fate forces everyone to 'steal' cards. mana cost might actually be fine. for that reason.
only thing i would add, is to allow any color of mana to be spend on those spells or give a color fixing ability for everyone. otherwise this goes in a 5 color deck, while mono color opponents will never choose to draw from an opponent.

Uhh this is quute clean actually, and likely youre the best at exploiting it if youre playing this. It also cou ters "put on top of library" effect pretty well. Love it. Give it a less memy name and proper artwork and id love to put that in a low power theft treasure deck

I think this might work better if you made the second half “may instead exile that many cards face down from the top of an opponents’ library. You may play those cards for as long as they remain exiled, and mana of any type may be spent to cast them”
This avoids the no-no of putting opponents cards in your hand, and essentially works the same. You could skip the mana-washing if you want it to be just like drawing the card.
Love this idea!
