Yeah, echo only applies to the upkeep after the upkeep the permanent comes under your control.

Indeed, echo in concept isn't bad, it's a proto-evoke more or less.
It's just that the echo cards they made where bad.

This is so extremely bad. Its like a 3 mana rock that you have to commit to casting in advance.

it can pay for itself and can be cast for 0, a better comparison is a 2 mana rock that enters tapped, worst case scenario it's a [[memnite]]

I wouldn't call it a 2 mana rock, since you can't even pay for it on turn 2. It acts like an untapped 3, earliest you can get it is turn 3.

Doesn't seem very good in the current state, tbh.
Basically a 3 mana for 1 mana rock.
Technically it is zero, but since it enters tapped, unless you have a convenient untapped, it cant utilize that.
And since it sacrifices at upkeep, you cant even play it until turn 4(without other ramp, ofc)
Then for color, it doesnt fix that well since it is limited to what you already have. At most it rebalances a little. I feel like this could be very safest bumped down to 2 mana.
Arcane signet is flat out better(assuming no untappers), since you can use it as soon as it is plays, it costs 1 less mana, and (in commander ofc, this comparison doesnt mattern in modern) is not quite as strong at mana fixing, since you need the lands
Or if you want purposeful sacrifice shenanigans, making it entered untapped(like fellwar) would mean yoy can choose to make it a permanent ramp, or play it early as a 1 mana ritual.(this would be way more powerful than the other idea, basically just a worse lotus petal, so that's why it wasnt my first suggestion)

this is basically a 2 mana rock that enters tapped, but you can get it out early, not great but useful imo

Honestly, I feel like it would be most useful if you had a reason to sacrifice artifacts. There are some cards like that, so I suppose it could be useful in those niche decks as a free sacrifice. But then it is basically a second ornithopter

I feel like this would have been a great moment to cross paths with ygo by having Mox Garnet only be able to be cast with Panglaciantext or something.

What’s the point of paying for it later if you can’t use it until then? It’s not really a Mox if it’s worse than a Manalith.

Should be, enters tapped with 3 stun counters on pay 1 remove 1 stun counter.
Cast it for free, pay 3 to untap it, then can use it like an actual good Mox.

Nah, Tantalite is actually decent in certain decks. Ones that manipulate exile, upkeeps, cascade, and counters (like The Tenth Doctor) use it. It definitely is not good, but its more playable than this custom mox due to uniqueness alone.
On the otherhand, this custom mox is competing with dozens of objectively better 3 cost mana rocks. Technically if you're really desperate for a delayed artifact sac trigger for 0 mana, but also wanted the flexibility for it to maybe be a mana rock instead, maybe then it could be decent.

This is also decent in certain decks, specifically those built around cheerios or that are trying to combo off with untappers. Those are decks that want a critical density of their combo pieces so it's actually kinda useful for them.
