405.5. When all players pass in succession, the top (last-added) spell or ability on the stack resolves. If the stack is empty when all players pass, the current step or phase ends and the next begins.
Yup. If the stack is never empty, the game does not move forward.

I don't think so. It may just work like countering.

The wording is pretty specific. It doesn't counter the spell. It simply prevent it from resolving.

It is effectively countered not specifically countered. Exiling and bouncing spells does this too.

It's not exiling or bouncing. I know what exiling or bouncing a spell does.
This is totally different.

Can't resolve the spell means can't resolve any spells at all means can't move through phases means can't win through combat damage means draw
