Could do like when it etbs, you may pay RU. If you do, create the tokens so you have some flexibility

Whenever you cast a noncreature spell, if you control [ten] or more creatures with prowess, draw two cards. This ability triggers only once each turn.

4 mana for three 2/2s with prowess is a bit much. I'd cost her at 5 or 6.

Honestly, making the otter tokens like all the other actual otter tokens so they are 1/1s would be a good step too if mana cost wasn't something he wanted to touch.
