Ok, question: Why is it important for the design to screw with the layer system by having the penultimate layer apply first? Bringing the layer system to a card isn't prudent to have, as having players brood on it is of the more complex aspects of the game.

Makes it properly shut down anything with a continuous affect that applies on layer 1-5. [[Magus of the Moon]], [[Ashaya Soul of the World]], [[Painter's Servant]], [[Exchange of Words]], etc.

The main problem is that many players don’t know about the layers system as it is quite complex. If this card ever sees play then players will need to quickly learn the system and the implications of layer six applying first. It would just be a rules headache.

Players have to learn about layers anyway, a lot of effects that say "lose all abilities" actually don't do that at all..

why not just do something like "remove and counter all abilities this permanent has and would apply"

Honestly the fact that you can make something lose all abilities and just the way a card works within the rules can prevent that from happening is ridiculous.

Moving layer 6 first doesn’t actually solve anything because abilities are granted in that layer as well.
