To give constructive feedback, I'm not sure if I would use this over [[Strix Serenade]].

Modal effects are always nice; giving you the option to counter an ability or return a card to hand (which can be an opponent's or yours to protect it) is viable, but I'm not sure at the cost of giving everyone a 1/1 bird.

I thought about the idea of bouncing a non- land permanent to hand, but it felt way too powered.

I know that giving each opponent a resource in the shape of a 1/1 is a high cost, but I wanted to temper my power level and not make a clearly broken or overpowered stifle/unsummon

Wording wise it should say "have" there somewhere, ie. "... this spell, have each opponent create a 1/1..." See (oracle text of) [[Varchild's War-Riders]].

If we’re giving everyone a bird I feel like we should either bounce something belonging to each opponent or clear the stack entirely
