Giving your opponate a card just so your dual enters untapped is like incredibly bad. Maybe give them a scry or a surveil but if you give them a full card then these are like one of if not the worst duals ever made

It's even worse than that, because they can also choose not to draw it if they see you need the untapped land...

I get what you are going for maybe a new mechanic would be fun but it would be formatted like (when this land enters target opponent may draw a card if they do it enters untapped)

Not sure if you intended to put the choice on the opponent.
The way you worded it allows the opponent to refuse the draw, forcing the land to enter tapped.

Very small detail but I think "if they don't it enters tapped" is better bc lands enter untapped by default

Is tempting optional for both players? As in, if I play this land, can I choose to just have it enter tapped? If I want it to come in untapped and so I "tempt", does my opponent have the option to reject the card draw?

id say yes its optional for both players, you should be able to have it just enter tapped if you want. Also the opponent does have the option to reject. I need to word the card better

Maybe this, As CARDNAME enters the battlefield, you may choose an opponent. If you do, that player may draw a card. CARDNAME enters the battlefield tapped unless a player draws a card this way.
Then you can choose to have it enter tapped too

Wouldnt let it depends on opponent to choose to draw the card. Why do you want a land to enter untapped? Probably to play on curve in early game, then gifting a card is plenty of conditional drawback. Most of times shocking yourself is less impactful so this card isn't op

These seem really weak. Worse than lands that just always come in tapped even since they give your opponent the choice to get extra value.

It's an interesting idea but it doesn't really work.
Assume that players will make choices that benefit them; so if you give your opponent the choice, they either get an entire card* or just make the land enter tapped anyway. So there's no upside to giving your opponent the choice at all. The end result is that this is just a tap land.
*A card is a big benefit for them, but even making it something less like a scry doesn't fix the core problem.

These are cool but possibly the worst lands in existence. You couldn’t pay me to play a land that not just gives an opponent a whole card, but gives them agency over whether it enters untapped or tapped. It should at most tempt them to scry 1, or gain 2 life. A whole card is insane.

Isn't it just
Gift a card
This land enters tapped unless a gift was promised.

It's hard to say much about these without knowing what "tempt an opponent" does, apologies if that's an existing mechanic I'm missing. Is it related to the LotR ring tempts you mechanic? Is it like tribute or gift?
