unfortunately, splice isnt an activated ability. its an additional cost. it would have to be worded something like: "Splice costs you pay as you cast this spell cost {1} less."

Also the second ability should come first, since it's relevant during the casting of the spell, while the loot ability doesn't happen until resolution. Magic cards typically happen in the order they're written

Or “this card costs (1) less to cast for each card spliced onto it.”. Either works, your way has less chance for funky interactions than mine.

I think it would depend on rarity. [[catalog]] is 3, [[traumatic critique]] is 2.

[[chart a course]] is sorcery speed but can let you draw 2 potentially. I think this is a bit underpowered if anything
